Big 12 South tie breaker. Who should pick?

Should the big 12 south winner be picked by (BCS) people outside of the conference? Since both OU and Texas should be able to easily beat Mizzou, wouldn't it make since to vote for the team your team matches up against better than to pick which one they acutally think is best?
