Can emotional support animals skip quarantines when entering foreign countries?

OK so I just looked up the laws and found out I can get my dog certified as my mom's ESA. Does that mean that they would waive the quarantine period when entering foreign countries so long as we proved she was current on vaccines and healthy? And of course we wouldn't want to take her ANYWHERE until she was at least 6 months so her immunity was up
